The Board of Commissioners of the Borough of Collingswood shall provide
for, construct, operate and maintain waterworks and a plant for the supply
of water for domestic and public use in and for the Borough of Collingswood.
The Board of Commissioners of the Borough of Collingswood shall cause
to be made surveys, plans and estimates by competent engineers and mechanics
for said waterworks and plant and shall make all such preliminary examination,
exploration, measurements and levelings as may be necessary and proper for
its corporate purposes in respect to a water supply.
