There shall be established and created in and for the Borough of Folsom a Board of Health in accordance with the provisions of N.J.S.A. 26:3-1 et seq. and its supplements thereto and amendments thereof.
A. 
The Board of Health shall consist of five members who shall be residents of the Borough of Folsom.
B. 
Two of the members of this first Board appointed under this chapter shall hold office for the term of three years, two for two years and one for one year; and all members of said Board hereafter appointed, except those constituting the first Board under this chapter, shall be appointed and shall hold office for the term of three years, except in the case of vacancies.
C. 
Vacancies shall only be filled for the unexpired term.
All members of the Board of Health shall be appointed by the Mayor, by and with the advice and consent of the majority of the Council. In the event of a tie vote of the Council, the Mayor shall cast the deciding vote.
A. 
The Mayor of the Borough shall have full power to appoint two alternate members to the Board of Health in accordance with the requirements set forth below. The two alternate members shall be designated as "Alternate No. 1" and "Alternate No. 2" at the time of appointment by the Mayor.
B. 
The terms of the alternate members shall be for two years, except that the terms of the alternate members first appointed shall be two years for Alternate No. 1 and one year for Alternate No. 2 so that the term of not more than one alternate member shall expire in any one year.
C. 
Any vacancy occurring otherwise than by the expiration of term shall be filled by appointment by the Mayor for the unexpired term only.
D. 
The alternate members shall serve without compensation. They may participate in discussions of the proceedings but may not vote except in the absence or disqualifications of a regular member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote first.

A. 
The Board of Health shall adopt rules and regulations for its own government.
B. 
It shall elect a President and Vice President from among its own members.
The Board of Health shall appoint a Registrar of Vital Statistics, a Clerk or Secretary, a Sanitary Inspector, and also may appoint such other officers or assistants as it may deem necessary. All appointees shall be governed by the rules of the Board, and they may be removed for cause by said Board after a hearing.
The Board of Health shall fix the duties, term and compensation of every appointee.
The Board of Health shall not contract liabilities of any kind beyond the amount allowed by law, except on appropriation made for its use by the Borough Council.
