No licensee shall sell, serve, deliver or allow, permit or suffer the sale, service or delivery or consumption of alcoholic beverages from or upon the licensed premises:
A. 
Weekdays between the hours of 3:00 a.m. and 6:00 a.m.
B. 
Sundays between the hours of 3:00 a.m. and 11:00 a.m.
No licensee shall sell, serve, deliver or allow, permit or suffer the sale, service, delivery or consumption of any alcoholic beverage from or upon the licensed premises on New Year's Day except as follows:
A. 
When New Year's Day falls on a weekday, no limitation as to the hours thereof.
B. 
When said day falls on a Sunday, between the hours of 4:00 a.m. and 11:00 a.m.
During the hours when the sale, service, delivery or consumption of alcoholic beverages is hereinabove prohibited, the entire licensed premises shall be closed, and no person other than the licensee and his bona fide employees shall be permitted to enter or remain therein. This closing of premises requirement does not apply to restaurants as defined in N.J.S.A. 33:1-1, to clubs qualified for licenses under N.J.S.A. 33:1-12, Subdivision 5, or to other licensed premises whereupon the principal business is other than the sale of alcoholic beverages with the proviso that sale, service, delivery or consumption of alcoholic beverages shall be subject to the hour limitations above set forth.

A. 
Any license issued under Articles I and II of this chapter may be suspended or revoked for violation of any of the provisions of Articles I and II of this chapter or any provisions of any applicable statute or any of the rules or regulations of the Director of the Division of Alcoholic Beverage Control.
B. 
Proceedings for suspension or revocation shall be in accordance with the provisions of N.J.S.A. 33:1-31 by service of a five-day notice of charges preferred against the licensee and affording a reasonable opportunity for hearing.
C. 
Suspension or revocation of a license shall be in addition to any other penalty which may be imposed for a violation of Articles I and II of this chapter.

Except as otherwise provided in N.J.S.A. 33:1-1 et seq., any person, firm or corporation who violates any provision of this article shall be punishable, upon conviction, by a fine not to exceed $1,000 or by imprisonment for a term not to exceed 90 days, or both.
