A. 
Pursuant to N.J.S.A. 40:67-16.7, the Mayor is hereby authorized to close by regulation those streets or parts of streets described in Schedule XXIII (§ 171-58), attached to and made a part of this chapter, if he shall find that a safety problem exists for ingress or egress to public or private schools located on such streets or for the provision of recreational facilities for children attending such schools, or both, due to lack of a suitable area surrounding the school.
B. 
Such portion of such street shall be closed for use of through traffic during such times as the Mayor shall determine, not to exceed one hour between 7:30 a.m. and 10:00 a.m., two hours between 11:00 a.m. and 2:00 p.m. and one hour between 2:30 p.m. and 4:30 p.m. on any days upon which such schools are in session.
C. 
Proper warning signs shall be posted in said street indicating that said street is so closed, and the reason therefor, during the time when the same is closed.
D. 
Any violation of any regulation established pursuant to this section shall be deemed a violation of this chapter and shall be punishable as such.
A. 
The Director of the Department of Public Safety or, in his absence, disability or inability to act, the Mayor and, in the event of his absence, disability or inability to act, then the Chief of Police of the municipality, is hereby authorized to provide by regulation for the closing of any street or portion thereof to motor vehicle traffic on any day or days during specified hours on any day whenever he finds that such closing is necessary for the preservation of the public safety, health or welfare.
B. 
Any regulations promulgated by the above-mentioned official and in accordance with Subsection A above, shall provide for the posting of proper warning signs of such closing on any street or portion thereof during the time the same is closed in pursuance thereof.
C. 
Any violation of this regulation promulgated thereunder shall be punished by a fine not to exceed $50.
D. 
Any regulation adopted that mandates the closing of any street for a period greater than 48 consecutive hours shall not become effective unless and until it has been submitted to and approved by the Commissioner of the Department of Transportation. Proper public notification in the local newspaper is required.
