A Zoning Board of Adjustment is hereby established, pursuant to N.J.S.A. 40:55D-69 et seq., consisting of seven members and four alternate members, all residents of the Township of Evesham appointed by the Township Council. Regular members shall serve for terms of four years from July 1 of the year of their appointment, and alternate members shall serve for terms of two years from July 1 of the year of their appointment. No member may hold any elective office or position under the Township government. At the time of their appointment, the alternate members shall be designated by the Township Council as "Alternate No. 1," "Alternate No. 2," "Alternate No. 3," and "Alternate No. 4." The terms of the alternate members shall be determined so that the expiration of such terms shall be distributed evenly over the first two years after their appointment. The terms of no more than two alternate members shall expire in the same year. The original appointments to the positions of Alternate No. 3 and Alternate No. 4 may be staggered or one appointment made for less than two years so that the terms of no more than two alternate members shall expire in the same year. In the event that a choice must be made as to which alternate member is to vote, alternate members shall vote in the order of their numerical designations. Alternate members may participate in discussions of the proceedings but may not vote, except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member.
A vacancy occurring otherwise than by expiration of term shall be filled for the unexpired term only.

A member or alternate member may, after public hearing if he or she requests it, be removed by the Township Council for cause. "Cause" shall include but not be limited to excessive absenteeism which is not excused for illness or other justified reason.
The Zoning Board of Adjustment shall have the powers and duties as set forth in Chapter 15, Land Use Administration, § 15-3, of this Code.
