There is hereby created a Clean Communities Awareness and Recycling
in Evesham Advisory Committee, hereinafter referred to as "CCARE," in accordance
with the Clean Communities Act[1] and in furtherance of the Model II Program. The Recycling Task
Force, established by Evesham Township Council Resolution 237-81, and the
current Clean Communities Advisory Subcommittee, established by Evesham Township
Council Resolution 128-88, are hereby abolished.

The CCARE will discharge the following responsibilities:
A.
Establish a public awareness program utilizing various
forms of media to promote recycling in Evesham Township and publish results
of the program periodically.
B.
Develop the feasibility of adding other materials to
be recycled.
C.
Schedule meetings with residents, organizations, businesses
and various interest groups when necessary to improve participation or to
implement a new program.
D.
Develop a timetable for implementation of plan and phasing-in
of new material to be recycled.
E.
Implement at least one cleanup day per year.
F.
Implement two projects as required by the Model II Clean
Communities Program for the State of New Jersey.
G.
Implement an ongoing education campaign on anti-littering.
H.
Determine enforcement policies.
I.
Function as a liaison between the Township Council and
the Department of Public Works on the Recycling and Clean Communities Program.
The Committee shall consist of 15 members, a majority of which shall
constitute a quorum. All members shall be residents of Evesham Township during
their entire term of service, except for members of Classes B and D, who may
reside anywhere. The membership shall be divided into six classes as follows:
A.
Class A: a Council person.
B.
Class B: the Township Manager, the Public Works Director
and the Recycling/Clean Communities Coordinator.
C.
Class C: an Environmental Commissioner.
D.
Class D: a representative of a business conducted in
Evesham Township.
E.
Class E: a member of the Evesham Township Board of Education.
F.
Class F: eight residents, at least one of whom shall
reside in a multifamily dwelling.
A.
All appointments shall be made by a majority vote of
the Township Council members present and voting at the Council's reorganization
on July 1.
B.
The terms of members first appointed under this chapter
shall be as follows: one-year terms for the Class A and Class C members; two-year
terms for Class D and Class E members; and three-year terms for the Class
F members. Thereafter, the terms of each member other than a Class B member
shall be for three years.
C.
Notwithstanding any other provision herein, the term
of any member common to the CCARE and the Council or the Environmental Commission
or the Board of Education shall be for the member's term of membership on
the Council or the Environmental Commission or the Board of Education as the
case may be.
D.
If a vacancy should occur for any reason other than the
expiration of the three-year term, the unexpired term shall be served by another
person of the same class chosen by a majority of the Council present and voting
at the time of the replacement selection, which replacement selection may
be made at any regular or special meeting of the Council.
E.
Class B members shall serve ex officio for indefinite
terms during the occupation of their respective positions of Township Manager,
Public Works Director and Recycling/Clean Communities Coordinator.
