Application for parking permits under this section shall be made in writing on forms provided to the Chief of Police or designee. No motor vehicle shall be parked on the streets or parts of the streets designated herein on the days and times specified, unless:
A. 
The motor vehicle is owned or operated on a regular basis by a resident of that street and the motor vehicle has displayed on the left (driver's side) rear window, in such a manner as to be closely examined by a police office, a current residential parking permit issued by the Township. The permit shall be valid for three years and shall be issued for every vehicle owned or principally operated by such person, subject to a limit of four permits for each dwelling unit.
B. 
The motor vehicle falls under one of the exemptions to the parking ban.

The following motor vehicles shall be exempt from this parking regulation:
A. 
Visitor vehicles displaying a current visitor parking permit may park, provided that the operator of the motor vehicle is a bona fide guest of a resident within the permit parking area. The visitor permit shall be displayed on the front dashboard or hung from the rearview mirror of the vehicle in such a manner as to be clearly visible by a police officer enforcing the parking regulation. Such visitor permits must be obtained by and issued to the owner of the structure and will be valid for a period of one year. Such permits may be issued for the succeeding years as needed.
B. 
Contractors, service and delivery vehicles bearing the name and address of a commercial business may park without a permit during the time they are rendering service to the resident within the permit parking area.
C. 
Emergency vehicles and public utility motor vehicles may park within the permit parking area during the time they are rendering services or repairs within the area.
Whenever the Chief of Police or his/her designee shall determine that certain streets are being used for parking by the operators of vehicles who do not reside on the streets as disclosed by a traffic study, the Chief of Police or his/her designee may recommend to the Township Manager that such streets be regulated under the provisions of this Code.
Application for parking permits shall be made in writing, on forms provided by the Police Department. Permits shall be granted as follows:
A. 
All residents on the street or portions thereof which require parking permits will be issued a permanent permit for each vehicle owned or principally operated by the person residing at such residence.
B. 
Four visitor permits may be issued, upon request, to each residential unit on any street or portion thereof requiring parking permits, to be used only by visitors to that particular unit.
C. 
Temporary one-day visitor permits shall be available upon request for large volumes of visitors to a residential unit on any street or portion thereof requiring parking permits, for use only by visitors to that particular unit.
The Chief of Police is hereby directed to have proper signs posted regarding the provisions of this article erected or placed upon those streets or portion thereof, as follows:
A. 
No person who does not hold or display a parking permit issued in accordance with the terms of this article shall park any motor vehicle on the streets set forth below, as follows:
(1) 
During the time period from September 1 through June 30, on Mondays through Fridays (except holidays) from 7:00 a.m. to 3:00 p.m., no parking shall be permitted on either side of the street without a parking permit issued by the Township, for the following streets:

During the time period from August 1 through November 30, on Mondays through Fridays (except holidays) from 5:00 p.m. to 9:00 p.m., and on Saturdays from 9:00 a.m. to 5:00 p.m. (except holidays), no parking shall be permitted on either side of the street without a parking permit issued by the Township, for the following streets:

Pursuant to N.J.S.A. 39:4-197 et seq, any person parking a motor vehicle in a restricted parking space without a special vehicle identification card shall be liable to a fine of up to $100 for the first offense and, for subsequent offenses, a fine of at least $100 and/or up to 90 days' community service.
