Pursuant to N.J.S.A. 40A:9-136, there is hereby created the position of Township Administrator.
A. 
The Township Administrator shall be appointed by the majority vote of the Township Committee in accordance with N.J.S.A. 40A:9-137.
B. 
The term of the office of the Township Administrator shall be at the pleasure of the governing body.
C. 
The Administrator shall receive as salary such sums as may be fixed and adopted by the Township Committee in the Annual Salary and Wage Ordinance.[1]

The Township Administrator may be removed by a two-thirds vote of the governing body. The resolution of removal shall become effective three months after its adoption by the governing body. In accordance with N.J.S.A. 40A:9-138, the governing body may provide that the resolution of removal shall have immediate effect; provided, however, that the governing body shall cause to be paid to the Administrator forthwith any unpaid balance of his/her salary and his/her salary for the next three calendar months following adoption of the resolution.

The Township Administrator shall be chosen on the basis of his/her executive and administrative abilities and qualifications with special regard as to education, training and experience in governmental affairs.
Any vacancy in the position of Township Administrator shall be filled by appointment by the Township Committee.
The Township Administrator shall, under the supervision and control of the Township Committee and to the extent not prohibited by law, have the following duties and responsibilities:
A. 
To serve as the principal administrative officer representing the Township Committee.
B. 
To supervise the administration of all departments and offices, in consultation with the respective committee chairpersons.
C. 
To represent the township in its relation to the federal, state and county governments and to other municipalities and to evaluate the township's interest in contracts, franchises and other business transactions as assigned by the Township Committee.
D. 
To keep the Township Committee informed of the financial condition of the township and make such reports thereon as required and to prepare annually a comprehensive report on the financial condition of the township.
E. 
To study the administrative and other operations of the township and make recommendations for plans and programs to meet the changing needs of the township.
F. 
To receive and reply to inquiries and complaints concerning township business and to provide information and assistance in respect thereto.
G. 
To attend all meetings of the Township Committee as required.
H. 
To establish and maintain sound personnel practices and maintain appropriate records of all employees. In conjunction with the Department Chairperson, he/she shall have the authority to recommend to the Township Committee the initial hiring and disciplining of all township employees.
I. 
To recommend the nature, location and extent of public improvements and to coordinate the execution of the same when authorized by the Township Committee.
J. 
To implement and enforce the policies of the Township Committee with respect to the compiling and release of public information.
K. 
To consult with the Township Committee on the preparation of the tentative budget, recording changes, additions and deletions thereto, and to submit final recommendations in the form required by law, together with an analysis of the various items of expenditure and revenue and such explanatory comments as may be required.
L. 
To maintain a continuing review and analysis of budget operations, work progress and the cost of municipal services.
M. 
To supervise the disbursement of all township funds and to approve all vouchers and bills before submitting the same to the Township Committee for final approval.
N. 
To analyze the cash needs of the township and recommend to the Township Committee the prudent investment of such funds as temporarily may be in excess of the amounts needed to meet township obligations.
O. 
To supervise and continually review the township's insurance program.
P. 
To assist the Township Committee in negotiating contracts for the township as authorized by and subject to the approval of the Township Committee.
Q. 
To act as liaison on behalf of the township with all utility companies serving any portion of the township to be sure that such utilities are providing adequately for the needs of the residents of the township.
R. 
To assure that the provisions of all franchises, leases, permits and privileges granted by the township are complied with.
S. 
To require each department to maintain adequate inventory records of all equipment and materials owned and used by the township and to arrange for the disposal of all inadequate or obsolete materials when directed to do so by the Township Committee.
T. 
To assist the residents of the township in matters within his/her jurisdiction, to maintain a record of complaints submitted to him/her for his/her attention and to take proper steps to remedy the causes for such complaints.
U. 
To keep the Township Committee currently informed of all matters within his/her jurisdiction by such reports, verbally or in writing, as he/she deems advisable or as may be requested by the Township Committee and to submit an annual written report of his/her work accomplished at the request of the Township Committee for the benefit of the public.
V. 
To perform such other duties as may be assigned to him/her from time to time by the Township Committee.
W. 
Administrative and personnel actions. The Township Administrator shall also have the authority to do the following:

(1) 
Approve all leaves of absence authorized by adopted Township ordinances and contracts.
(2) 
Accept all employee resignations.
(3) 
Approve employee transfers.
(4) 
Approve employee returns from authorized leaves.
(5) 
Approve members to the Volunteer Fire and EMS Departments pending completion of all Township Committee approved procedures.
(6) 
Approve blue light permits if designated as such by the Mayor.
(7) 
Grant regular status to employees who have successfully completed introductory periods or deny continuance of employment to employees who have not successfully completed introductory periods.
(8) 
Expand clerical, nonunion employees' standard work (not to exceed 40 hours per week) based on work load and budget.
X. 
Emergency personnel actions. During declared federal and/or state "states of emergency," the Township Administrator shall have the authority to do the following:

(1) 
Appoint/hire temporary personnel to meet the demands of the Township.
(2) 
All emergency appointments shall be reported to the Township Committee at the next regularly scheduled meeting with a resolution authorizing such appointments.
(3) 
Exercise the authority of the "Chief Executive Officer" when timely decisions are needed to be executed in the best interest of the municipality and with verbal authorization of the Mayor. All decisions shall be reported to the Township Committee in the most expedient manner possible.
The Township Administrator shall devote full time to the interests of the township. The Township Committee reserves the right at any time to set specific hours for the Administrator by resolution.
Nothing in this article shall derogate from or authorize the Township Administrator to exercise the powers and duties of the elected and appointed officials of the township.
