No person shall stop or stand a vehicle at any time upon the following streets or parts of streets:

B. 
All "No Stopping or Standing" signs placed on all the above locations shall be in accordance with the latest edition of the Manual on Uniform Tracking Controlled Devices (MUTCD). Appropriate locations for signs shall be determined in the field by Township personnel, which personnel shall place the signs in locations most suitable for the purposes described above. The height, placement and orientation of signs shall be in accordance with the MUTCD. The locations of the signs, as placed in the field by Township personnel, shall be considered final, subject to periodic modifications from time to time to meet conditions as they may be encountered in the future and such additional sign placement locations, relocation removal by Township personnel shall be considered to have met the intent of this section.
The effectiveness of this article is contingent upon signs being erected as required by law.
Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this article or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.
