This chapter shall be literally construed to effect the purpose thereof.
A. 
The Municipal Clerk is hereby directed to give notice at least 10 days prior to the hearing on the adoption or amendment of this chapter to the County Planning Board and to all others entitled thereto pursuant to the provisions of N.J.S.A. 40:55D-15. Upon the adoption of this chapter or amendment after public hearing thereon, the Municipal Clerk is further directed to publish notice of the passage thereof and to file a copy of this chapter or amendment as finally adopted with the Warren County Planning Board as required by N.J.S.A. 40:55D-16.
B. 
Whenever a use is not permitted by the ordinance requirements of the zone in which it is situated, either by reason of a use variance or its status as a valid nonconforming use, the most restrictive coverage standards of any zone wherein such use is permitted shall govern.
