There shall be a local Board of Health in and for the Borough of Kinnelon, in accordance with the provisions of an Act of the Legislature of the State of New Jersey entitled "An Act to Establish in This State Boards of Health and a Bureau of Vital Statistics, and to Define Their Respective Powers and Duties," approved March 31, 1887, and the several acts supplementary thereto and amendatory thereof.

A. 
Composition of Board. The local Board of Health shall consist of seven members who shall be appointed by the Mayor with the advice and consent of the Council. The seven regular members of said Board of Health shall hold office for terms of three years.
B. 
Alternate members. The Board of Health shall also consist of two alternate members to be appointed by the Mayor with the advice and consent of Council. The alternate members shall be designated, at the time of appointment, as "Alternate No. 1" and "Alternate No. 2." The term of the alternates shall be for two years, except that the terms of the alternate members first appointed shall be for two years for Alternate No. 1 and one year for Alternate No. 2. An alternate member shall not be permitted to act on any matter on which he or she has a direct or indirect personal or financial interest. An alternate member may be removed for cause, by the governing body, after a public hearing, if one is requested. An alternate member may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. The Board shall not delay a vote in order that a regular member may vote instead of an alternate member. In the event that there is an option of which alternate member may vote, Alternate No. 1 shall vote first.
C. 
Vacancy. If any vacancy occurs in said Board by the death, resignation or inability of any member to serve, or from any other cause, the appointment to fill such vacancy shall be made in the same manner in which the original appointments are to be made, but for the unexpired term only.
Said local Board of Health shall elect a President from among its members and shall adopt rules and regulations for its government.
Said local Board of Health shall appoint a local Registrar of Vital Statistics, Secretary and Sanitary Inspector, who may be the same person, and may appoint such other officer or assistants as it may deem necessary. The term of office of such local Registrar shall be three years and until his successor has been appointed and qualified; and any vacancy occurring in such office shall be filled for the unexpired term only. All appointees of said Board shall be governed by the rules of said Board and be subject to all laws, rules and regulations governing such officers, and they may be removed for cause by said Board. The Sanitary Inspector shall promptly report to the local Board of Health every violation of the health ordinances of the Borough coming to his view or knowledge, and the police officers of the Borough, when on police duty, shall serve as special Sanitary Inspectors.
