It shall be unlawful for any persons, groups or organizations, for profit
or for charitable cause, to conduct any bicycle race, foot race, beach race
or any similar event without first making application to the City Commission
for permission to conduct said event. Such application shall be applied for
not later than 30 days prior to any event.
At the time of the filing of the application, there also shall be filed
with the Commission proof of insurance covering said event, which is determined
to be good and sufficient in form and shall be approved by the City Attorney.
If an application is found to be unsatisfactory by the City Commission,
it shall notify the applicant, by mail, within 10 days of receipt of said
application.
