A Length of Service Awards Program (LOSAP) is herewith created in accordance with N.J.S.A. 40A:14-183 et seq. and N.J.A.C. 5:30-14.1 et seq. to reward volunteer members of Mount Laurel Emergency Medical Service, Inc. (hereafter "MLEMS") for loyal, diligent and devoted service.
The LOSAP shall provide for fixed annual contributions to a deferred-income account for each volunteer member that meets the criteria established, and such annual contributions shall be made in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code and this chapter.
The LOSAP shall provide for a point system to be earned by volunteers in accordance with the schedule that is attached hereto as Exhibit A.[1] To be eligible for participation in the LOSAP, a volunteer must earn a minimum of 50 points per year.

A volunteer may be eligible to participate in the LOSAP immediately upon commencement of active service, assuming the volunteer earns at least the minimum points during the year. No member's contribution shall be vested until the volunteer has completed at least five years of active service with the MLEMS.
The LOSAP shall provide for annual contributions to eligible members in accordance with the provisions of Schedule A[1] to provide a maximum annual contribution in the amount of $1,150 per volunteer.

The estimated maximum amount of the cost of this program for the 2006 Mount Laurel Township municipal budget year is the sum of $78,800.
This chapter shall not become effective for the purpose of implementing the LOSAP program unless the provisions hereof and the $78,800 anticipated to be in the year 2006 municipal budget are specifically approved by the voters of the Township of Mount Laurel as a public question at the next general election to be held on November 8, 2005.[1] The Township Clerk is hereby authorized and directed to take all necessary actions to have the question placed on said November 2005 ballot.
