A.
Reciprocal agreement established. The Borough of Totowa
hereby establishes, pursuant to the provisions of N.J.S.A. 40A:14-156
et seq., a reciprocal agreement with the Boroughs of Haledon, North
Haledon, Hawthorne, Pompton Lakes, Prospect Park and West Paterson,
the Townships of Fairfield, Little Falls, Verona and Wayne and the
Cities of Clifton and Paterson and with each and every municipality
within the County of Passaic and the contiguous County of Essex which
may be authorized by the Borough of Totowa for intermunicipal police,
fire and first aid assistance at the time of any and all emergencies.
This article shall become effective as to each and every other municipality
within said counties at such times that said municipality has in the
past or may in the future adopt an ordinance providing the same terms
and conditions set forth herein and including the Borough of Totowa
within its coverage.
B.
Expenses. The Borough of Totowa agrees to bear all
reasonable expenses incurred by members of its Municipal Police Department,
Fire Department and First Aid Squad for emergency assistance rendered
within or without the boundaries of this community. The Borough of
Totowa shall make no claim for reimbursement from any municipality,
adopting an ordinance providing the same terms and conditions set
forth herein, for damages, injuries, wages and the like in connection
with aid rendered by the members of its Police Department, Fire Department
and First Aid Squad through any other municipality adopting such ordinance.
A.
Intermunicipal police authority. In accordance with
the provisions of N.J.S.A. 40A:14-156.2, the members of the Police
Department of the Borough of Totowa and any other municipality passing
an ordinance with the same terms and conditions as this article while
on duty rendering assistance to any other municipality shall have
the same powers, authority and immunities as do the members of the
police force of the municipality in which such is being rendered.
B.
Intermunicipal fire authority. In accordance with
the provisions of N.J.S.A. 40A:14-156 et seq., the members of the
Fire Department of the Borough of Totowa and any other municipality
shall have the same powers, authority and immunities as do the members
of the Fire Department of the municipality in which such assistance
is being rendered.
C.
Intermunicipal first aid authority. In accordance
with the provisions of N.J.S.A. 40A:14-156 et seq., the members of
the First Aid Squad of the Borough of Totowa and any other municipality
passing an ordinance with the same terms and conditions as this article
while on duty rendering assistance to any other municipality shall
have the same powers, authority and immunities as do the members of
the First Aid Squad of the municipality in which such assistance is
being rendered.
At such times that an emergency may occur and
intermunicipal aid is requested, the Chief of Police of the municipality
wherein said emergency exists shall be the senior ranking officer
of all members of any Police Department which may be rendering assistance
within the confines of said municipality; the Chief of the Fire Department
of the municipality wherein said emergency exists shall be the senior
ranking officer; and the officer in charge of the First Aid Squad
of the municipality wherein said emergency exists shall be the senior
ranking officer.
