No person, persons, firm or corporation shall
keep, operate or maintain, for hire, charge or reward, any billiard
table, pool table or other table for sport, or any bowling alley in
said Village without a license therefor from the Village Council.
Before any licenses under this chapter shall
be granted, application therefor shall be made to the Village Council
in writing. Said application shall state the name of the person, persons,
firm or corporation, the place of location of the premises and the
number of tables or bowling alleys. Before a license is issued, said
applicant shall pay to the Village Treasurer of the Village of New
Haven the sum of $10 for such license and the additional sum of $5
for each table or bowling alley to be kept, operated or maintained.
Said license, when granted by the Council, shall be signed by the
President and Clerk of said Village. Any license granted under this
chapter shall be for the period of one year from date of issuing the
same.

No person, persons, firm or corporation licensed
by the Village Council for the keeping, operating, or maintaining
of any billiard, pool or other table for sport or bowling alley within
the Village shall permit any game to be played thereon after 2:00
a.m. Eastern Standard Time or before 7:00 in the morning, nor shall
any game be played thereon on the first day of the week, called Sunday,
until 12:00 noon.
No person, persons, firm or corporation shall
keep, operate or maintain a billiard table, pool table or other table
or bowling alley, card table or other apparatus for gambling thereon
or with which money shall in any manner be played for, nor permit
or allow gambling therewith.

No minor child under the age of 17 years nor
any minor who is a student in any public, private or parochial high
school in the State of Michigan shall be permitted to remain in any
room or hall occupied or used for hire, game or reward for the purpose
of playing billiards, pool, cards, dice or any other unlawful game.
If any person, persons, firm or corporation
holding a license under this chapter shall be convicted in a justice
court of any violation of the chapter, the Village Council may, in
its discretion, suspend said license of the person or persons so convicted
during the pendency of any appeal taken from the decision of the justice
court.
The Village Council may revoke any license granted
under this chapter if the holder of such license shall be convicted
of any violation thereof.

Any person violating any provisions of this chapter shall, on conviction thereof, be punished as set forth in Chapter 59, Municipal Civil Infractions, of the Code of the Village of New Haven.
