Unless the written permission of the President of the Village of New Haven shall be obtained, it shall be unlawful for any person, firm, corporation, association or organization to pass out, circulate or distribute any pamphlets, handbills, papers or notices to persons, business places or homes in the Village of New Haven, or to cause such pamphlets, handbills, papers or notices to be placed in any automobile or in any yard or on any porch or on any doorknob or in any mailbox in said Village, nor in the possession or under the control of the person so distributing the same, provided that the foregoing regulation shall not apply to regularly printed newspapers distributed by carriers or to printed matter distributed under United States postal regulations.
If permission shall be obtained to distribute or circulate such pamphlets, handbills, papers or notices, the same shall not be dumped or promiscuously thrown on the streets or in public places, business places or in private homes and yards in the Village of New Haven.

Any persons, firm, corporation, association or organization violating the provisions of this chapter shall, upon conviction thereof, be punished as set forth in Chapter 59, Municipal Civil Infractions, of the Code of the Village of New Haven.
