No person or persons shall make or exhibit in
said Village any play, game, circus or menagerie, or give any theatrical
exhibition, concert or lecture, or exhibit any artificial curiosity,
or give any public entertainment or amusement of any kind for which
pay is demanded or received without a license from the President of
the Village.
The President is hereby authorized to grant
licenses for the purpose aforesaid on the payment of such sum of money
as hereinafter mentioned.
This chapter shall not extend to any exhibition
by the pupils of any school or to any entertainment for the benefit
of any church or benevolent object or to lectures on historic, literary
or scientific subjects.
Licenses may be granted upon the applicant paying
to the Village Clerk fees as follows:
A.
For the exhibition of a circus and menagerie combined:
$10.
B.
For the exhibition of any circus or wild west show
(so-called): $5.
C.
For any sideshow, play or theatrical exhibition under
a tent: $5.
D.
For any minstrel show, play, concert, theatrical exhibition
or public entertainment not herein specially excepted, given in any
unlicensed public hall in said Village: $1.50.
It shall be the duty of the Village Clerk, on
payment to him of a fee of $0.50 by such applicant, to make out such
license for execution by the President. He shall also keep a record
of all licenses granted under this chapter, and the amount thereof,
and submit a monthly report of the same to the Council.
It shall be the duty of any person or company
receiving a license under the provisions of this chapter to keep good
order in and about his or its place of amusement or exhibition, and
for that purpose, to keep at his or its expense a sufficient police
officer.
The owner, lessee or manager of any opera house
or public hall in said Village may take out a yearly license for the
same by paying annually the sum of $10.

Any violation of this chapter shall be punished as set forth in Chapter 59, Municipal Civil Infractions, of the Code of the Village of New Haven.

The Building Department, through its Building Official, may
grant temporary uses of land and structures for special events and
other temporary uses subject to compliance with an adopted application
and fee process and the following:
A.
Written permission for the intended use is provided from the owners
of the affected property, provision of adequate off-street parking;
B.
The applicant specifies the duration of the temporary use;
C.
Electrical and utility connections, if necessary, are approved by
the Building Official;
D.
The Village may require a performance bond to assure proper cleanup
and restoration of the site at issue.
