Wherever and whenever by force of the provisions of this Code, any person is required to do, omit to do or refrain from doing anything, the appropriate board or officer of the Town, after notice to such person, may do anything required to be done or repair any omission or the effect of failure to obey the provisions hereof at the expense of such person. The reasonable cost of such action, not exceeding the penalty allowed by law to be imposed by this Code, shall be paid out of the Town treasury and sued for and recovered by complaint before the District Court of Northern Norfolk and paid into the treasury of the Town, and action under this section shall be in substitution for and not in addition to the fine provided by the following section.

Whoever violates any Bylaws of the Town shall pay for each offense a fine not to exceed $300 unless some other penalty is expressly provided by law or by some Bylaw of the Town.

Violations of any Bylaw, Rule or Regulation of the Town or of any municipal officer, board or department, the violation of which is subject to a specific penalty, may be subject to noncriminal disposition as provided in MGL c. 40, § 21D. "Enforcing person" as used in this article shall mean any regular police officer with respect to any offense; Fire Chief; Building Inspector; Health Agent; Conservation Commissioner; Superintendent of Streets and any other official as the Board of Selectmen may from time to time designate, each with respect to violation of Bylaws and Rules and Regulations within their respective jurisdictions. If more than 1 official has jurisdiction in a given case, any such official may be an enforcing person with respect thereto.

Without intending to limit the generality of the foregoing, it is the intention of this article that the following Bylaws, Rules and Regulations are to be included within the scope of this article, and that the specific penalties as listed here shall apply in such cases:
