No person shall act as a collector of, dealer in or keeper of shop for
the purchase, sale or barter of secondhand articles without first obtaining
a license from the Board of Selectmen. The Selectmen may make rules and regulations
relative to their business, and may provide for the supervision thereof, and
such additional rules, regulations and restrictions which shall be expressed
in all such licenses. Said licenses may be revoked at pleasure, and shall
be subject to Sections 202 to 205, inclusive,[1] except that societies, associations or corporations organized
solely for religious or charitable purposes and their agents shall not be
required to pay a fee for such licenses.

Every person acting as a collector of, dealer in or keeper of shop for
the purchase, sale or barter of secondhand articles shall, at the time of
every purchase of any such article, make a record thereof on a form approved
by the Board of Selectmen, shall maintain such records for such period as
the Board of Selectmen may determine, and shall make such records available
upon request of the Board of Selectmen and any person authorized by such Board.
Any person violating any of the provisions of this By-Law shall be punished
by a fine of $100 upon the first conviction thereof, by a fine of $200 upon
the second conviction thereof, and by a fine of $300 upon the third and subsequent
convictions thereof. Each day that such a violation is permitted to exist
shall constitute a separate offense.
