The discharge, firing or use of firecrackers, rockets, torpedoes, roman candies or other fireworks or substances designed and intended for pyrotechnic display, pistols, canes, cannons or other appliances using blank cartridges or caps containing chlorate of potash mixture is hereby prohibited in the Village of Canton.
The Mayor or Trustees of the village may allow the display of fireworks by properly qualified organizations or persons, provided such display or displays shall be of such a character and so located, discharged or fired as, in the opinion of the Trustees, shall not be hazardous or disturbing to surrounding property or endanger any person or persons.
The sale or display of fireworks at retail in the Village of Canton is prohibited, and the Chief of the Fire Department may, at his discretion, remove or have removed at the owner's expense all stocks of fireworks or other combustibles exposed for sale or held in stock in violation of this chapter.
Any violation of any section of this chapter shall constitute disorderly conduct and such violation shall be punishable by imprisonment in the St. Lawrence County Jail for a term not exceeding six months or by a fine not exceeding $50, or both.
As used in this chapter, the following terms shall have the meanings indicated:
