A.
The words and phrases used in this chapter shall,
for the purposes of this chapter, have the meanings respectively ascribed
to them by Article 1 of the Vehicle and Traffic Law of the State of
New York.

OFFICIAL TIME STANDARD
The following words and phrases, which are not defined
by Article 1 of the Vehicle and Traffic Law of the State of New York,
shall have the meanings respectively ascribed to them in this section
for the purposes of this chapter:
The prolongation of the lateral line of a curb or, in the
absence of a curb, the lateral boundary line of the roadway.
New Year's Day, Lincoln's Birthday, Washington's Birthday,
Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans
Day, Thanksgiving Day and Christmas Day.
That portion of the street located between the curbline and
the adjacent property lines. If a sidewalk is constructed in that
portion of the street, the term includes the sidewalk.

Whenever certain hours are named herein or on traffic control
devices, they shall mean the time standard which is in current use
in this state.
The City Manager or his designee shall install
and maintain traffic control devices when and as required under the
provisions of this chapter, to make effective the provisions of this
chapter, and may install and maintain such additional traffic control
devices as he may deem necessary to regulate, warn or guide traffic
under the Vehicle and Traffic Law of the State of New York, subject
to the provisions of §§ 1682 and 1684 of that law.
A.
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article VI of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
B.
Regulations shall be adopted by the City Council in
accordance with provisions of the Charter, the General City Law and
the Vehicle and Traffic Law, or by an officer or agency authorized
by the City Council to adopt regulations pursuant to § 1603
of the Vehicle and Traffic Law.
A.
In any funeral procession consisting of two or more
vehicles, each vehicle therein, for the purpose of identification
as such, shall conspicuously display on the outside of the vehicle
a pennant of a type approved by the Council.
B.
Each driver in any funeral procession shall drive
as near to the right edge of the roadway as practicable and shall
follow the vehicle immediately preceding his as closely as safety
permits.
C.
No vehicle, except an emergency vehicle in the performance of duty, shall be driven through a funeral procession, the vehicles of which bear the pennants prescribed in Subsection A. This provision shall not apply at intersections where traffic is being controlled by traffic control signals or by a police officer.
Crosswalks shall be established and located
as needed within the city where it is desirable to indicate to pedestrians
the proper place to cross a street or road.
A.
Establishment. The City Court of the City of Watertown,
New York, is hereby authorized to establish a Traffic Violations Bureau
to assist the court in the disposition of charges in relation to traffic
violations, pursuant to Article 14-B of the General Municipal Law.
B.
Personnel. The City Court shall designate the person
or persons who shall be in charge of the Traffic Violations Bureau
and the days and hours that the Bureau shall be open for the transaction
of its official business.
C.
Jurisdiction. The Traffic Violations Bureau is hereby
authorized to dispose of violations of parking infractions of the
City of Watertown, New York, after a person has been notified of a
violation by the affixing of a notice of violation on a vehicle parked
in violation of this chapter, traffic law, rule or regulation, or
after personal service of a uniform traffic summons.
D.
Procedure.
(1)
A person may appear in person or by a written power
of attorney in such form as shall be prescribed by the City Court
by paying a fine established by the City Court and, in writing, waiving
a hearing in court, pleading guilty to the charge and authorizing
the person in charge of the Bureau to make such a plea and pay such
a fine in court.
(2)
The Bureau shall accept such designated fines and
issue receipts therefor if present in person at the Bureau.
(3)
The Bureau shall cause a complaint to be entered against
each person who does not answer within the designated time and shall
report said person to the New York State Department of Motor Vehicles
as a scofflaw.
(4)
Any person who shall have been, within the preceding
12 months, guilty of a number of parking violations in excess of such
maximum number as may be designated by the court shall not be permitted
to appear and answer to a subsequent violation at the Traffic Violations
Bureau, but must appear in court at a time specified by the Bureau.
(5)
Nothing contained in this section shall authorize
the Traffic Violations Bureau to deprive a person of this right to
counsel or to prevent him from exercising his right to appear in court
to answer to, explain or defend any charge of a violation of any traffic
law, ordinance, rule or regulation.
E.
Waiver and power of attorney; form prescribed. The
waiver and power of attorney referred to in § 371 of the
General Municipal Law shall be in substantially the following form:
Date __________________ I, the undersigned,
for good and valuable consideration hereby waive a hearing in court
and plead guilty to the traffic violation as charged on the reverse
side hereof, and duly constitute the Clerk of the City Court or ___________________,
my attorney, and authorize him to appear in court, enter my plea and
pay my fine which is enclosed herewith.

F.
Records and reports. The Bureau shall keep records
and maintain monthly reports of all notices or summons issued and
disposed of by said Bureau and such other information as may be prescribed
by the City Court.
A.
Pursuant to § 20 of the General City Law
of the State of New York and § 1640-a of the Vehicle and
Traffic Law of the State of New York, the City of Watertown is empowered
to enforce the traffic laws of the State of New York and to also enact
various regulations of its own to control traffic according to the
particular needs of the city; and further, this power extends to both
dedicated and accepted city streets and to private property, including
various private developments.
B.
Pursuant to the above-stated authorization, the City
of Watertown hereby empowers the Watertown Police Department to enforce
all of the vehicle and traffic laws of the State of New York and all
of the various Municipal Code regulations which affect traffic; specifically,
upon all private roads, streets and developments within the borders
of the City of Watertown.
