There shall be the following appointed officers
of the Town:
(b)
Such other appointed officers as may be required by
general law or applicable Special Act after the effective date of
this Charter.
(c)
The Town Clerk and Registrar of Vital Statistics and
the Treasurer elected in 1987 shall serve the term to which elected,
and no appointment to these offices shall be made until that term
expires or the office is otherwise vacated.

There shall be the following appointed boards
of the Town:
(a)
All appointed officers and members of appointed boards listed in §§ 7-1(a) and 7-2(a) shall be appointed by the Board of Selectmen.
(b)
Other appointed officers and boards shall be similarly
appointed unless otherwise provided in this Charter or in the Statute,
ordinance, or resolution creating the same.

(c)
Except as otherwise provided, any member of a board
or commission appointed by the Board of Selectmen may be removed from
office or from membership on such board or commission by the Board
of Selectmen upon affirmative vote of four members thereof, at least
one of whom shall be of the same party as the person so removed. If
such member is not a member of a political party represented on the
Board of Selectmen, then such member shall not be removed except upon
affirmative vote of four members thereof with at least one vote for
removal by a member of each political party represented on the Board
of Selectmen. No person shall be so removed without reasonable notice
thereof and the opportunity to appear before the Board of Selectmen
at a public hearing thereon.

(d)
Any officer appointed by the Board of Selectmen under § 7-1 of this Charter may be removed from office by the Board of Selectmen upon affirmative vote of four members thereof.

(e)
Vacancies in appointed offices or boards shall be
filled for the unexpired term in the same manner as appointments are
made, unless otherwise provided in the statute, ordinance or resolution
creating the same.
(a)
The amount of compensation, if any, to be paid to
appointed officers and members of appointed boards shall, in the absence
of ordinance otherwise providing, be set by the Board of Selectmen,
and shall be included in the budget estimate of such Board.
(b)
The rate of compensation of the holder of any appointed
office or membership on any appointed board shall not be decreased
during his/her term of office.
(a)
Uncompensated appointed officers and members of the
Town Plan and Zoning Commission, the Board of Finance and of all uncompensated
appointed boards shall be electors of the Town.
(b)
No person shall be appointed an officer or member of any board in violation of § 8-5. No member of the Board of Finance during his/her term of office shall be a member of any other Town board, commission or agency.

(c)
All appointments, including appointments to fill vacancies,
to appointed boards shall comply with the minority representation
provisions of Section 9-167a of the General Statutes.
(a)
The terms of office of all appointed officers and
members and alternate members of appointed boards, commissions and
agencies shall be for such period, not to exceed four years and until
a successor has taken office, as the Board of Selectmen may enact
by ordinance.
All regular terms shall end on June 30 of odd
number years.

(b)
Terms of office commence on the first day of July after appointment in the case of all officers and board memberships listed in §§ 7-1(a) and 7-2(a), and on the same date in the case of all other appointed officers or boards unless otherwise provided in the statute, ordinance or resolution creating the same.
(c)
Appointed officials and members of appointed boards,
commissions and agencies who are in office on the effective date of
any ordinance which provides for a term of office shorter or longer
than the previously prevailing term shall, notwithstanding such ordinance,
remain in office until the expiration of the terms for which they
were last appointed. Appointments for terms commencing subsequent
to the effective date of any such ordinance shall be made in such
numbers, for such terms (not to exceed four years) and in such rotation
as in the judgment of the Board of Selectmen will most equitably and
expeditiously bring all terms of appointed office into conformity
with such ordinance.

(d)
Notwithstanding the foregoing, the Treasurer shall
be appointed for the same term as the Board of Selectmen by which
they are appointed.

(a)
Under the supervision of the Board of Selectmen, the
Assessor shall have the powers, duties and responsibilities and perform
the functions prescribed by law for assessors and boards of assessors.
Appointed officers, pursuant to § 7-3, shall have the powers, duties and responsibilities prescribed therefor by the ordinance or resolution creating the same.
(a)
The Town Plan and Zoning Commission shall have six
members and three alternate members.

(b)
The Town Plan and Zoning Commission shall have the
powers, duties and responsibilities and perform the functions prescribed
therefor by law.
(c)
No member of the Town Plan and Zoning Commission shall
receive compensation for his/her services as such, but the necessary
expense of the Commission shall be paid by the Town upon requisition
of the Commission in writing.
Each board appointed under § 7-2(b) or 7-3 shall have such powers, duties and responsibilities and shall be subject to such other provisions as shall be contained in the statute, ordinance or resolution creating the same.
(a)
Unless acting pursuant to § 7-12(b), the First Selectman and Board of Selectmen in office may not appoint any person to any office the term of which commences after the regular term of such Board of Selectmen terminates.
(b)
The First Selectman-elect and the Selectmen-elect
elected at a regular Town election may, in advance of taking office,
make appointments to offices the terms of which commence on the succeeding
July 1. All powers of the First Selectman and Selectmen to fill vacancies
in offices, the terms of which extend beyond the succeeding July 1,
shall be vested in the First Selectman-elect and the Selectmen-elect
at the date of their election.
(a)
There shall be an Administrative Officer, appointed
by the Board of Selectmen and serving at the pleasure of such Board.
The Administrative Officer shall have training and experience in municipal
government. He shall perform such duties as the Board of Selectmen
shall from time to time determine. These duties may include administrative
and supervisor responsibilities within the authority of the Board
of Selectmen and First Selectman and shall be under the supervision
of the First Selectman. Questions of policy are reserved to the Board
of Selectmen and First Selectman under the provisions of this Charter.

(b)
In the event that the provisions of this section shall
conflict with the provisions of any other section of this Charter,
then the provisions of this section shall control.
