This Charter shall take effect on July 1, 1961, subject to the provisions of § 10-4. Such date is referred to as the "effective date" and as used in this Charter the words "hereafter," "heretofore," "remain," "continue," and "now" and similar words implying a point of time shall be read to speak as of such date.
(a) 
The following Special Acts applicable to the Town remain unaffected by this Charter:
Resolution of the Assembly, January, 1784, incorporating the Town of Woodbridge.
Two Special Laws of Connecticut 1132; Resolve incorporating the Town of Bethany, May, 1832.
Five Special Laws of Connecticut 761; Resolve setting off a portion of the Town of Bethany to the Town of Woodbridge, July 21, 1865.
16 Special Laws of Connecticut 94; Number 102, April 4, 1911.
1915 Connecticut Public Acts 205, Chapter 270, May 18, 1915.
22 Special Acts of Connecticut 130; Number 228, May 8, 1935.
26 Special Acts of Connecticut 771, Number 142, May 7, 1953.
(b) 
All other Special Acts applicable to the Town:
(1) 
Are amended by this Charter to the extent inconsistent herewith;
(2) 
Are amended by this § 10-2(b)(2) to provide that, except to the extent incorporated into this Charter, they may henceforth be further amended or repealed by ordinance; and
(3) 
Otherwise remain in full force and effect as ordinances.
(c) 
All ordinances and resolutions of the Town in effect at the effective date are amended by this Charter to the extent inconsistent herewith and otherwise continue in full force and effect as ordinances and resolutions.
(a) 
Nothing in this Charter shall affect any rights, interest, claim, defense, obligation, liability or defense by or against the Town, of whatever description, existing at the effective date, whether or not matured.
(b) 
Any rights, interests or obligations that would fail, lapse or fall into breach by reason of any change in the government of the Town made by this Charter, shall be assumed at the effective date by the Board of Selectmen unless otherwise provided by this Charter, ordinance, or resolution of the Board of Selectmen.
(a) 
Excepting the Board of Assessors, all elected or appointed officers or members of Boards of the Town who are in office on June 30, 1961, and whose terms of office extend beyond such date, shall remain in office until the expiration of the terms for which they were originally elected or appointed. As vacancies occur by expiration or otherwise, appointments or election of successors shall be in such numbers and for such terms as shall most expeditiously, in the judgment of the Board of Selectmen, bring all terms of office of the Town into accordance with this Charter.
(b) 
Pursuant to General Statutes, Section 9-198, the terms of all members of the Board of Assessors shall terminate on June 30, 1961, or at such later date as an Assessor shall have been appointed and take office under this Charter.
(c) 
All elected officers and members of elected boards of the Town whose terms commence on July 1, 1961, pursuant to this Charter shall be elected at the regular Town election in 1961.
(d) 
Sections 7-13 and 8-9(d) shall take effect at the regular Town election in 1961, except that the Assessor may, at any time before such election, be appointed by the Board of Selectmen then in office.
