Editor's Note: This ordinance replaced the ordinance establishing the Commission on Aging originally adopted 2-9-1977 and included in the 1983 Code.
There shall be established a Human Services Commission.
The Commission shall study conditions and needs of persons in the community particularly with respect to economic conditions, employment, health, housing, recreation, and other matters related to the general welfare. It shall advise the Board of Selectmen and persons responsible for provision of such services as to personnel, programs, and activities necessary to meet the above purposes.
The Commission shall consist of nine members appointed by the Board of Selectmen to hold office for terms of four years. The Board of Selectmen shall make appointments and designate terms thereof so that the terms of not more than a bare majority of such Commission shall end in a given biennial year. Appointments, except to fill vacancies, shall be made biennially in odd-numbered years, for terms commencing on the first day of July.

The Commission shall have the following powers:
A. 
The Commission shall analyze the human services provided by the community through public and private agencies and shall make recommendations to the Board of Selectmen and Director of Human Services regarding the development and integration of public and private agencies, in cooperation with state and other services to such extent as is practical. Where gaps in service exist, the Commission may recommend new programs.
B. 
The Commission shall organize itself in a manner to carry out the duties imposed upon it by the Board of Selectmen.
The Commission may establish subcommittees as needed. Participation on subcommittees need not be restricted to members of the Commission. However, a member of the Commission must serve as chairperson of each subcommittee.
