There is hereby established a public library
and a Library Commission.
The Library Commission shall be responsible
for the management and regulation of the Town library.
The Library Commission shall consist of nine
members appointed by the Board of Selectmen who shall be electors
of the Town and shall serve without compensation. Persons who have
been elected and are serving as Library Directors as of the date of
the adoption of this article shall serve as Library Commissioners
until the end of their elected terms.
The Library Commission shall make bylaws for
its government, prescribe and enforce relations for the use of said
library and determine the duties of library employees. The Library
Commission shall have the power to accept, hold and manage gifts and
bequests of tangible personal property and shall have exclusive right
to expend money appropriated by the Town for said library. In addition,
the Library Commission shall have the power to contract with any state
agency, municipality, taxing district, private library or other public
library to provide or secure library services to the extent and in
such manner as may be authorized by law. The Board of Selectmen shall
hire such full-time regular employees as may from time to time be
reasonably required for the proper conduct and operation of said library
and shall have the power to discharge them. The Board of Selectmen
may select such employees from one or more individuals recommended
by the Library Commission. Said employees shall have the status and
enjoy the benefits of Town employees and the Town may retire any such
employee with a pension or other award. The Library Commission shall
have the power to hire and discharge all other employees.
The Library Commission shall make such periodic
reports to authorized governmental agencies as are required by law
or as it may reasonably be requested to furnish.
