There shall be established in the Town of Woodbridge a Woodbridge Government Access Television Commission.
The Commission shall be responsible for the general management and control of the Woodbridge government access television channel and the property and equipment used in connection therewith, including cameras, cables and video equipment.
A. 
The Commission shall consist of five Commissioners appointed in odd-numbered years by the Board of Selectmen to serve terms of four years. The Board of Selectmen shall make appointments and designate terms thereof so that the terms of not more than a bare majority of such Commission shall end in a given biennial year. Commissioners shall serve until their successors are appointed and take office. The Commissioners shall, from among themselves, elect a Chairperson and a Secretary.
B. 
Commissioners shall be resident electors of the Town of Woodbridge. In accordance with §§ 7-6 and 8-5 of the Charter, no member of the Board of Finance or the Board of Selectmen, during his/her term of office, shall be eligible to be appointed to the Commission, except the First Selectman as provided under § 5-3(c) of the Charter, who shall serve as an ex officio member without power to vote. The Superintendent of Beecher Road School shall serve as an ex officio member of the Commission, but without power to vote.
The Commission shall:
A. 
Have responsibility for proper maintenance and use of all physical properties, apparatus and equipment used in the taping, production and broadcasting of programming on a Woodbridge government access channel;
B. 
Establish and enforce general operating policies consistent with applicable federal and state laws, statutes and regulations regarding the use, management, control and broadcasting of programming and productions on a government access channel;
C. 
To the extent it deems appropriate, enter into agreements in furtherance of the purposes for which the Commission was created, including for delivery of services it requires, provided such agreements shall be subject to the prior approval of the Board of Selectmen;
D. 
Coordinate as appropriate with other Town boards and commissions to maximize the opportunity to provide information to the general public about the Town of Woodbridge;
E. 
Continuously evaluate the need for equipment and programming;
F. 
Prepare an annual budget for the operation of the government access channel for presentation in a timely manner as required to the Boards of Finance and Selectmen;
G. 
Oversee expenditures from the annual budget and capital budget;
H. 
Maintain adequate records pertaining to the operation of the government access channel; and
I. 
Make such rules and regulations as it deems necessary to carry out all of its responsibilities, including supervising the production, content and scheduling of broadcasts.[1]
