There is hereby created the position of Director of Finance in and for the Borough. The Director of Finance shall be appointed by the Mayor with the advice and consent of Council and shall receive such salary as is fixed by ordinance and resolution of the Borough Council.
The Director of Finance shall perform such duties as are prescribed by law and by the ordinances of the Borough. The Director of Finance may also serve as Borough Treasurer and Assistant Treasurer and perform the duties of such office with compensation beyond that provided for as Director of Finance.
In addition to such other duties as may be prescribed by law or ordinance, the Director of Finance shall:
A. 
Exercise overall responsibility for the Finance Department;
B. 
Coordinate the office operations of the Tax Collector's office, the Tax Assessor's office and the Water and Sewer Department;
C. 
Supervision of all financial operations including centralization of accounts, controlling expenditures, establishing financial systems, installing uniform chart of accounts, safekeeping of all municipal security investments and bonds, and assisting in budget preparation.
D. 
Implementation and supervision of a computerized accounting system for the several departments listed above and for the Municipal Court of the Borough.
The Director of Finance is hereby exempted from any requirement of residency in the Borough.

There is hereby created the position of Assistant Borough Treasurer in and for the Borough. The position of Assistant Borough Treasurer shall be filled as the need arises by appointment of the Mayor with the advice and consent of the Council. The Assistant Treasurer shall be paid such amount as is fixed by ordinance and resolution of the Borough Council but in no event in excess of the salary of the Director of Finance. The Assistant Treasurer shall perform such duties as are assigned by the Director of Finance or, in case of a vacancy in the position or in case of the absence of the Director, by the Borough Treasurer.

There is hereby created the position of Borough Treasurer in and for the Borough. The position of Treasurer shall be filled as the need arises by appointment of the Mayor with the advice and consent of the Council. The Treasurer shall be paid such amount as is fixed by ordinance and resolution of the Borough Council but in no event in excess of the salary of the Director of Finance. The Treasurer shall perform such duties as are assigned by the Director of Finance.
