A.
Effective enforcement of state and local parking regulations
enhances the efficient flow of traffic throughout the Borough thereby
contributing to the health, safety and well-being of the inhabitants
of the Borough.
B.
Appointment of parking enforcement officers with power
to issue summons for violations of Title 39 of the New Jersey Statutes
and municipal ordinances will enable the Borough to enforce such laws
in a cost-effective manner.
C.
It is, therefore, in the public interest that an ordinance
authorizing employment of parking enforcement officers be enacted
by the Borough Council.
The Borough Council may, consistent with the
requirements of state law, appoint persons to perform the duties and
responsibilities authorized by P.L. 1987, c. 260.[1] Such persons shall be strictly prohibited from carrying
or using firearms while on duty.

Parking enforcement officers authorized by this
article shall be under the supervision of the Chief of Police and
shall have the power to issue parking tickets for parking offenses
as defined in N.J.S.A. 39:4-139.3(c) and to cause any vehicle parked,
stored or abandoned in violation of a statute, resolution, ordinance
or regulation to be towed away from the scene of the violation.
Parking enforcement officers receive such compensation
as shall be authorized in the appropriate resolution of the Borough
Council.
