[HISTORY: Adopted by the Town Board of the Town of Crawford 7-10-2003 by L.L. No. 5-2003. Amendments noted where applicable.]
The following requirements and regulations shall apply to all persons who use or enter the Town's Skate Park:
A. 
Skating only is permitted. Bicycles, any other vehicle and any activity other than skateboarding, roller skating and in-line skating is prohibited.
B. 
A properly fitted and securely fastened helmet and elbow pads must be worn.
C. 
Bare feet, food, drinks, smoking and offensive language are prohibited.
D. 
Graffiti and any other marking, defacement or vandalism are prohibited.
E. 
No ramps, jumps or other objects, structures or receptacles are permitted, except those installed by the Town of Crawford.
F. 
No more than one skater shall skate or stand on any structure at a time.
G. 
No person shall enter the Skate Park when the Skate Park is closed or when the main entrance to the Town Park is closed.
H. 
Loud music is prohibited.
I. 
No person shall skate in the Skate Park unless that person has obtained a Skate Park permit from the Town Clerk and that permit is affixed to the skater's helmet.
J. 
No person under the age of 10 shall skate in the Skate Park unless that person is supervised by another person over the age of 16.
No person may use the Skate Park unless that person has first obtained a permit. Skate Park permits may be obtained at the Town Clerk's office. All permit applicants under the age of 16 must be accompanied by a parent or lawful guardian in order to obtain a permit. The permit fee is $5, which fee may be adjusted from time to time by resolution of the Town Board.
A. 
Any person who violates any provision of § 113-1 or 113-2 shall be guilty of a violation of this chapter. In addition, the parent or guardian of any minor who violates § 113-2 shall be guilty of a violation of this chapter.
B. 
In addition, the parent or guardian of any minor who violates any provision of § 113-1 shall be guilty of a violation if:
(1) 
Such parent or guardian was present in the Town Park at the time of the violation; or
(2) 
Such parent or guardian had previously been mailed written notice of a prior violation of any provision of § 113-1 by his or her minor child.
A. 
Any person who commits any violation of this chapter shall pay a civil fine in an amount not to exceed $50.
B. 
The court shall waive any fine for which a person who violates § 113-1B would be liable if such person supplies the court with proof that between the date of violation and the court appearance date for such violation that the person has purchased or obtained a helmet and elbow pads and states to the Judge that he or she will always wear a helmet and elbow pads in the future.
C. 
The parent or guardian of any minor who is issued an appearance ticket is required to appear in court with such minor at the date and time established for the minor's appearance before the court.
D. 
In lieu of a civil fine, the court may order, or the Town Police Department and the violator may agree, that the violator shall perform a minimum of 15 hours of community service specified by the court. Where a minor is required to perform community service, the parent or guardian shall be required to transport the minor to the place(s) where such community service shall be fulfilled.
This chapter shall be enforced by the Town of Crawford Police Department. Police officers are authorized to issue appearance tickets to enforce this chapter.[1] Any minor who is issued an appearance ticket may be detained by the Police Department for a reasonable period of time during which an attempt shall be made to notify the minor's parent or guardian.
