No unregistered motor vehicle which is unfit for use or disabled or significantly dismantled or inoperable shall be stored, parked or placed upon property within the Town of Dover unless such motor vehicle shall be within a garage or other appropriate building or within areas maintained by licensed junk dealers or motor vehicle dealers.
For any violation of this article, the owners of the property where the motor vehicle is located shall be fined not less than $10 nor more than $20 for each offense. Each such vehicle shall be deemed a separate offense. Each day that any violation continues shall constitute a separate violation.
If there is more than one owner of the property where such vehicle is located, the owners shall be separately liable.

As used in this article, the following terms shall have the meanings indicated:
UNREGISTERED VEHICLE
Any vehicle propelled by an engine or motor or any power other than human hands or feet, which is not registered, whether or not such registration is required by the State of New York.
No person shall operate an unregistered vehicle on any town road or on any property owned or leased by the town or on any property subject to an easement or license held by the town or on any sidewalk or public pedestrian path or on land along the side of any railroad.
Penalties for violations of this article are as follows:
A. 
First offense: fine not to exceed $50 or imprisonment not more than 15 days, or both fine and imprisonment.
B. 
Second offense: fine not to exceed $150 or imprisonment not to exceed 15 days, or both fine and imprisonment.
C. 
Third offense: fine not to exceed $250 or imprisonment not to exceed 15 days, or both fine and imprisonment.
