As used in this chapter, the following terms shall have the meanings
indicated:
Any contrivance now known or hereafter invented, used or designated
for navigation or for flight in the air for the carrying of persons or cargo.
No person, except when permitted to do so by the commanding officer
of the Police Department in the case of a bona fide emergency only, shall:

Any person who violates any provision of this chapter shall be guilty
of a violation, punishable by a fine of $5,000 or a term of imprisonment of
not more than 15 days, or both.
