No person shall willfully and knowingly, without authority from the Village or owner, cause damage to any public highway or to any property within the limits of any public highway or to any property upon any lot or piece of land, public or private, within the Village.

Any person who shall violate any provision of this chapter shall be liable for and pay a penalty not exceeding $1,000 for each violation thereof, and any violation of any of the provisions of this chapter shall constitute disorderly conduct, and any person violating this chapter or any part thereof shall be and is hereby declared a disorderly person.
