No unauthorized person shall maliciously, willfully or negligently break, damage, destroy, uncover, deface or tamper with any structure, appurtenance or equipment which is a part of the sewage works. Any person violating this section shall be guilty of a violation pursuant to the Penal Law.
A. 
All backups in sewer laterals connected to the City of Oneonta sewer system must be reported to the City of Oneonta Sewer Department prior to any work thereon. The Sewer Department shall then inspect the city sewer lines within a reasonable time from such notification and immediately thereafter inform, by the lateral owner or owner's agent (orally or in writing, if the owner or agent is not present), whether work is needed on municipal sewer lines or upon the owner's lateral.
B. 
Failure to so notify shall be a violation of this section, and in addition to any other penalty, the property owner shall be responsible for any costs incurred by the city as a result of the failure to comply with this section. Any such costs may be collected by attachment to the water and sewer bill of the property served by the lateral.
