The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid a conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

§ 282-18 All-night parking.

§ 282-20 Parking of commercial vehicles.

No motor-driven vehicle, of any type, which is used for commercial purposes on the highways or streets, such as for the transportation of goods, wares and merchandise, and motor coaches for carrying passengers, including trailers and semitrailers, tractors and tractors when used in combination with trailers and semitrailers, and excepting such vehicles as are run only upon rails or tracks, shall be parked upon City streets in any area which is zoned as residential, unless loading or unloading, with the exception of vehicles with a gross weight not exceeding 5,000 pounds when loaded or not exceeding 4,000 pounds when unloaded.

"Gross weight," as used herein, shall be defined as the weight of a vehicle without load plus the weight of any load thereon.

§ 282-21 Special parking restrictions, time limit parking and wintertime parking prohibitions.

Parking restriction.

(1)

No person shall park a vehicle within or upon any area of any street or any other area designated and posted as a bus stop or bus zone, with the exception of any and all vehicles being operated as and for the City of Oneonta bus system.

(2)

The hours of parking restriction shall be 6:00 a.m. to 6:00 p.m., Monday through Saturday at all bus zones or bus stops, and from 12:00 noon to 5:00 p.m. at 250 Main Street.

The following areas have been designated as bus zones. The City of Oneonta Public Transit is a flag stop transit system except as follows. Flag stops are the safest point, as determined by the bus driver, where a passenger wishes to be picked up or dropped off. § 282-25 Loading zones.

When parking is prohibited by this section, no person shall park a vehicle, whether occupied or not, whether private or commercial, but may stop or stand temporarily for the purpose of and while actually engaged in loading or unloading merchandise, equipment, goods or passengers. A vehicle that is stopped or standing within a loading zone shall not be unattended for a period of more than 10 minutes at a time.

§ 282-26 Parking during snow emergencies prohibited.

It is prohibited to leave any vehicle parked, standing, unattended or abandoned on any public street or highway within the City during a snowstorm or after a precipitation of snow of 2 1/2 inches or more and continuing to such time as the snow is plowed and removed from the streets by the Department of Public Works.

§ 282-30 Long-term parking.

The Common Council may designate areas within the City wherein parked vehicles must be moved at least one car length every 24 hours, except Sunday. Such areas will retain this designation unless amended or rescinded by act of the Common Council.

The areas so designated will be determined by Council but must be longer than one City block and, when practical, use boundaries such as ward, district or detailed neighborhood designations.

Long-term parking, as defined herein, is prohibited in the following areas:

All streets in Wards 2, 3, 4, 5, 7 and 8.
