The General Manager shall have the following powers and duties:
A.Â
He shall, subject to the control of the Council, be the
administrative head of the city government.
B.Â
He shall see that within the city the laws of the state
and the city and the ordinances and resolutions and bylaws of the Council
are faithfully executed.
C.Â
He shall attend all meetings of the Council and recommend
for the adoption of such measures as he shall deem expedient and shall make
reports to the Council from time to time upon the affairs of the city and
keep the Council fully advised of the city's financial condition and
its future financial needs.
D.Â
He shall countersign all payrolls, vendors' claims
and requisitions, except those pertaining to schools and salaries of elected
officers.
E.Â
He shall prepare and submit to the Council a tentative
budget for the next fiscal year.
F.Â
He shall appoint such city officers and employees as
the Council shall determine are necessary for the proper administration of
the city, but each such appointment shall be reported to the Council at its
next regular meeting.
The powers and duties now or formerly conferred or imposed upon the
Commissioner of Public Works, the Superintendent of Water and the City Engineer
shall be conferred and imposed upon the General Manager. Furthermore, the
powers and duties of Commissioner of Police and Commissioner of Fire, with
all responsibilities pursuant to the laws of New York State and the laws of
the City of Watervliet, are imposed and conferred upon the General Manager
and shall be combined as Commissioner of Public Safety.

The position of Deputy General Manager is hereby created.
B.Â
The Deputy General Manager shall have the duty of assisting
the General Manager in the performance of all acts and duties now assigned
and delegated to the General Manager and in the absence or disability of the
General Manager shall have the power to act in place and stead of the General
Manager.

The position of Public Works Administrator is hereby
created.
B.Â
The Public Works Administrator shall have
the duty of assisting the General Manager in the performance of all acts and
duties now assigned and delegated to the General Manager and as assigned by
the General Manager or the Mayor or the City Council and, in the absence or
disability of the General Manager, shall, with the approval of the Mayor,
have the power to act in place and stead of the General Manager.
