A. 
Parking permit.
(1) 
The Chief of Police, or his designee, is hereby authorized to erect signs prohibiting the parking or standing at any time of any vehicle which does not properly display a handicapped parking permit. To secure such handicapped parking sign at one's residence, proof must be submitted, in writing, demonstrating:
(a) 
That the applicant is permanently confined to a wheelchair, crutches, walker or some other prosthetic device (excluding canes) which enables the person to ambulate. In conjunction with this, the applicant must submit proof from a licensed physician.
(b) 
That the applicant is able to drive (a copy of the applicant's driver's license is required).
(c) 
That the applicant owns a motor vehicle (copy of registration required).
(d) 
That there is no driveway or the possibility of constructing a driveway on the premises.
(e) 
If applicant is tenant, that he has the landlord's permission.
(2) 
Additionally, the Chief of Police, or his designee, is authorized and directed to make periodic reviews to establish the continued need for such signs. Individuals who previously secured signs (see § 260-30C of the Code) will be subject to the same periodic review as new applicants. Upon request, such individual may be required to submit proof of need as if he or she were a new applicant.
(3) 
Improved health, inability of a person to drive, confinement to bed or nursing home are but some of the reasons which would necessitate removal of signs. Further, failure to respond to reasonable inquiries of the Chief of Police, or his designee, shall be cause for the Chief to recommend to the Council removal of such signs.
B. 
Access points.
(1) 
The Chief of Police, or his designee, is hereby authorized to erect signs designating areas along the curbside in the roadways of the City as handicapped access points, which points may be utilized only for the purpose of allowing access of a handicapped person to or from the roadway at that specific spot:

(2) 
To secure such designation, the applicant must submit proof, in writing, demonstrating:
(a) 
That there is no driveway, or the possibility of constructing a driveway, on the premises.
(b) 
If the applicant is a tenant, that he has the landlord's permission.
(c) 
That there is a medical or physical condition present making it a severe hardship for access to the residence for which the signs are requested; and the condition must be verified by a doctor.
(3) 
Additionally, the Chief of Police, or his designee, is authorized and directed to make periodic reviews to establish the continued need for such signs. Upon request, such individual who had previously secured signs may be required to submit proof of need as if he or she were a new applicant.
(4)
