On and after the passage of this chapter, it shall be the duty of each and every owner, trustee, lessee, agent and occupant of each and every house, building or other structure in the Township of College to cause the same to be numbered in accordance with this chapter and the system and plan hereby adopted and approved. New numbers will be assigned by the Township Zoning Officer.
A. 
The numbers shall be placed in a conspicuous location on the front of each individual residence or business establishment or other addressable structure in a conspicuous manner so that said numbers can be seen and read from the front of said building and in full view from the opposite side of the street. The colors of the numerals shall be contrasting, such as white numerals on dark background or black numerals on a light background. Each of the numbers shall be Arabic numerals and shall be of a durable material. The numbers shall be of the following sizes:

(1) 
The numbers for single-family homes, duplexes, and townhomes shall be at least four inches in height.
(2) 
The numbers for multifamily residential buildings and nonresidential or mixed-use buildings in the Village Zoning District shall be at least six inches in height.
(3) 
Numbers for industrial and commercial buildings shall be at least 10 inches in height.
B. 
When the front of the structure is not clearly visible from the opposite side of the street, the owner, occupant or lessee shall provide the numbers required by this chapter to be installed on both sides of a four-inch by four-inch wooden post or mailbox at least 48 inches above the ground, and shall locate that wooden post or mailbox near the portion of the driveway that intersects with the named street. When the provisions of this subsection have been complied with, the owner, occupant or lessee of the house or building shall not be otherwise obligated to affix Arabic numerals to said house or building and shall be permitted, at their option, to utilize noncontrasting numerals, cursive numbers or no numbers at all upon the house or building.

C. 
It shall be unlawful to cover any house number with any sign, drapery or other obstruction tending to conceal such number, and all old numbers shall be removed from any house, building or other structure when a new number has been assigned and when so notified by the Township Ordinance Enforcement Officer.

D. 
The Ordinance Enforcement Officer is hereby authorized to require the numbering and renumbering of any house, building or other structure in accordance with this chapter.

A. 
The beginning number shall be 100 and a new number shall be assigned for every 20 feet thereafter.
B. 
All even numbers shall be on the south and west sides of the streets or avenues, and all odd numbers shall be on the north and east sides of the streets. The houses on short or intermediate streets shall be numbered uniformly, with the main streets paralleling them.
C. 
Each main block, as shown on the plan. shall begin with an even 100, irrespective of the number of buildings in the block. All intersecting streets, except as provided in the preceding subsection, shall begin with 100, 200, 300 and so on. This procedure applies to all streets and avenues in the Township and those hereafter taken in by the Township.
Owners of property where the house number now in use falls on the lot described in the deed or deeds upon which the house is erected shall not receive new numbers; provided, however, that in case of future building on the lot, new numbers will be assigned in accordance with the twenty-foot spacing as provided by § 85-3 of this chapter.

Any person or persons, firm or corporation who shall number, or refuse to number, or neglect to change or erect their house or building number, in any way contrary to this chapter and the plan hereby approved and adopted, or any person or persons, firm or corporation who shall alter, deface, remove or destroy any number required to be displayed by this chapter, shall, upon conviction, pay a fine of an amount to be set by resolution of the Township of College, and provided further that each day thereafter that such violation exists shall be considered as a separate offense. This fee schedule may be amended from time to time by resolution of the Township of College.
