In accordance with the powers granted under § _____, paragraph
LXII, of the Second Class Township Code, as amended, the Township of East
Caln, Chester County, Pennsylvania
shall require every landowner having five or more residential units situated
on one tract of land in East Caln Township to declare on forms supplied by
the Township, to the Secretary of said Township the full name and date of
birth of each and every occupant of every residential unit. Said declaration
shall be made on or before January 10, 1977.
After February 1, 1977, said landowner shall update said declaration
and file the same with the Secretary of the Township by the 10th day of each
January, April, July and October thereafter, commencing April 10, 1977.
The Secretary of East Caln Township is hereby authorized to establish
the form of said declaration and to cause these to be printed.
Any person, firm or corporation who shall violate any provision of this
article, upon conviction thereof in an action brought before a Magisterial
District Judge in the manner provided for the enforcement of summary offenses
under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to
pay a fine of not more than $1,000 plus costs and, in default of payment of
said fine and costs, to a term of imprisonment not to exceed 90 days. Each
failure to report an occupant shall constitute a separate offense.
