This article shall be known as the "East Caln Snow Emergency Ordinance."
The purpose of this article is to eliminate the parking of vehicles that would interfere with snow removal and cindering operations during a snow emergency. The area of major concern is the turn-around areas on cul-de-sac streets. Vehicles parked in this turn-around area serve as an obstruction for effective snow removal operations.
Unless otherwise expressly stated, the following words shall, for the purpose of this article, have the meaning herein indicated. Words in the singular include the plural, and those in the plural include the singular.
CUL-DE-SAC
The portion of a dead-end street which is provided to be used as a turn-around area.
PERSON
Any natural person, firm, co-partnership, association or corporation.
SNOW EMERGENCY
The period of time from commencement of a snow fall until two hours after the snow stops falling.
VEHICLE
Every device which is or may be moved or drawn upon a street.
It shall be unlawful for any person to park or to permit to be parked any vehicle for which they are responsible in a cul-de-sac during a snow emergency.
Any police officer, constable, private citizen or East Caln Township official, who observes a violation of this article may file charges at the office of the Magisterial District Judge against the person responsible for the violation.
A. 
Any person who shall violate this article shall, upon conviction thereof in a summary proceeding, be sentenced to pay a fine of not less than $50 or more than $300 and the cost of prosecution for each offense. In default of payment of the fine, such person shall be liable to imprisonment for not more than 10 days.
B. 
Each day that a violation is continued shall constitute a separate offense.
