There is hereby created a Park and Recreation Board in and for the Township of Elizabeth. The Park and Recreation Board shall consist of five persons to be appointed by the Board of Supervisors.
The members of the Park and Recreation Board shall be appointed by the Board of Supervisors for terms of five years or until their successors are appointed. The members of the Park and Recreation Board first appointed shall be appointed for such terms that the term of not more than two members shall expire annually thereafter. All persons appointed to the Park and Recreation Board shall serve their full terms unless the member shall voluntarily resign or shall be removed by the Board of Supervisors for dereliction or neglect of duty. Vacancies on the Park and Recreation Board occurring otherwise than by expiration of a term of a member shall be filled for the unexpired term only.
The members of the Park and Recreation Board shall serve without pay.
The members of the Park and Recreation Board shall elect their own Chairman and Secretary and shall select all other necessary officers to serve for a period of one year. The Park and Recreation Board shall have the power to adopt rules and regulations for the conduct of all business within its jurisdiction. It shall be the duty of the Park and Recreation Board to submit an annual report to the Board of Supervisors, including an analysis of the community recreation areas, facilities and leadership, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditure involved and public needs to be met.
The Park and Recreation Board, at such times as directed by the Board of Supervisors, shall annually submit for approval to the Board of Supervisors a proposed budget for the ensuing year, setting forth all proposed expenditures, salaries and programs. The Park and Recreation Board shall not in any manner obligate the Township for the payment of any Township funds until the same is appropriated by the Board of Supervisors.
The Park and Recreation Board shall serve as an advisory body to the Board of Supervisors. The Park and Recreation Board shall perform such studies as shall be requested by the Board of Supervisors, and shall provide recommendations upon its own motion relating to issues concerning the provision of park and recreation services within the Township.
