As used in this article, the following terms shall have the meanings indicated:
AUTHORIZED LITTER RECEPTACLE
A litter collection receptacle which is placed on the public right-of-way or on public property by the Village of Millbrook for use by the public to deposit small quantities of hand-held trash, but not household or commercial waste.
COMMERCIAL WASTE
Waste material, including garbage, trash and septic tank waste, which is derived from commercial or business establishments or institutions.
HOUSEHOLD WASTE
Waste material, including garbage, trash and septic tank waste, which is derived from houses, apartments, hotels, motels or other residential establishments.
LITTER
All waste material, garbage, trash, i.e., waste paper, tobacco products, wrappers, food or beverage containers, newspapers, etc., rubbish, refuse, motor vehicle seats and parts, tires, furniture, white goods and all other waste material which is not placed in a container and which has been abandoned or improperly discarded, deposited or disposed of and which tends to create a danger to public health, safety and welfare or render streets, private grounds or public places unsightly.

No person shall sweep, throw, cast, drop, put or place or, having accidentally dropped, fail to pick up any bag, bottle, bottle cap, box, container, garbage, paper, piece of paper, wrapper or any other trash or litter, in or upon private property, or in or upon any public street, place, park or building, except in receptacles provided for such purposes or in lawfully established dumping grounds, or to permit any person under his or her control or employ to do the same.
A. 
Throwing or depositing refuse or liquids on highways and adjacent lands shall be prohibited, as provided in § 1220 of the Vehicle and Traffic Law.

B. 
This section shall not apply to water or liquids running into streets as a result of fire fighting or flushing of fire hydrants by authorized personnel or the use in a reasonable manner of ashes, salt or other material for the purpose of reducing the hazard of or providing traction on snow, ice or sleet.
No truck or other motor vehicle or trailer or other motor conveyance shall be operated or loaded in such a manner that any part or portion of its load, whether sand, gravel, stone, dirt, rubbish, paper, boxes, trash or other material shall be dropped, blown or caused to fall or be dropped upon any public street, highway, public place or thoroughfare in the village.

A. 
No natural person, firm, corporation, partnership, association or institution shall deposit or cause to be deposited household or commercial waste in an authorized litter receptacle. Only small quantities of hand-held trash may be placed in authorized litter receptacles.
B. 
There shall be a rebuttable presumption that the person whose name, or other identifying information, appears on any household or commercial waste deposited in such authorized litter receptacle violated this section.

Each violation of any provision of this article shall constitute a violation pursuant to the Penal Law, punishable, upon conviction, as provided in Chapter 1, General Provisions, Article III.

No person shall put up or post upon any fence, building, pole, tree or other public place any handbills, notices or advertisements, except those required by law.
Any person violating any provision of this article shall be punishable as provided in of Chapter 1, General Provisions, Article III.
