All recorded consumptions, whether due to leaks or unknown causes, are chargeable to the owner's account.
A. 
Rates for water users within the village and penalties for nonpayment of charges are hereby established and referenced in the Master Fee Schedule and are subject to change from time to time as deemed advisable by the Village Board of Trustees.
B. 
Rates for water users outside the village and penalties for nonpayment of charges are hereby established and referenced in the Master Fee Schedule and are subject to change from time to time as deemed advisable by the Village Board of Trustees.
C. 
Rates for water users outside the village (that are participating in an intermunicipal districting agreement) and penalties for nonpayment of charges are hereby established and referenced in the Master Fee Schedule and are subject to change from time to time as deemed advisable by the Village Board of Trustees.
D. 
Rates for water users outside the village (that are not participating in an intermunicipal collection agreement) and penalties for nonpayment of charges are hereby established and referenced in the Master Fee Schedule and are subject to change from time to time as deemed advisable by the Village Board of Trustees.
E. 
Rates for the Cottage School shall be established and set at the rates in effect for water users within the village less the cost for raw water, provided that it is supplied at no cost by the City of New York, and penalties for nonpayment of charges are hereby established and referenced in the Master Fee Schedule.
F. 
Rates for special, final or closing water meter reading are hereby established and referenced in the Master Fee Schedule and are subject to change from time to time as deemed advisable by the Village Board of Trustees.
G. 
Rates for building construction are hereby established and referenced in the Master Fee Schedule and are subject to change from time to time as deemed advisable by the Village Board of Trustees.
Minimum rates are hereby established and referenced in the Master Fee Schedule for all water users.
A. 
Payments are to be made with cash or check made payable to the Village of Pleasantville. The village reserves the right to demand payment in cash, certified check or money order for accounts in arrears, as well as those incurring charges for overdrafted checks, and shall charge all institutional charges incurred by the village for returned checks to the appropriate accounts.
B. 
The billing period shall be no less frequent than quarterly. All bills shall become due and payable by the first of a month of a calendar year, unless otherwise so specified. When the due date falls on a weekend or holiday, the village will accept payment on the next regular business day without penalty.
All accounts shall be subject to a ready-to-serve charge in addition to the charges set forth for consumption. Charges for readiness are hereby established and referenced in the Master Fee Schedule and are subject to penalties prescribed for nonpayment of bills.
Annual hydrant rental fees shall be established in accordance with the agreement between the Village of Pleasantville and the Pleasantville Fire District.
Pursuant to § 179-18, the surcharge shall be 15%. The surcharge shall be applied to any bill rendered for water charges during any billing period occurring under a declared drought emergency on the following basis:
A. 
If the drought emergency is declared more than 30 days prior to the end of a billing period, the surcharge shall be applied to the entire current billing period.
B. 
If the drought emergency is declared less than 30 days prior to the end of a billing period, the surcharge shall not be applied.
C. 
If the drought emergency ceases more than 30 days after the start of a new billing period, the surcharge shall be applied to the entire billing period.
D. 
If the drought emergency ceases less than 30 days after the start of a new billing period, the surcharge shall not be applied.
A discount of 50% shall automatically apply to households within the village that have been granted a senior citizen tax exemption pursuant to local law.
A. 
The liability for the payment of all charges rests upon the owner of the premises served. Bills shall be sent by mail to the attention of the owner of record at the property served, unless written instruction is so given to the village. Delivery of bills is not guaranteed by the village.
B. 
All bills for water rents, charges and fees are payable at the Village Hall and Department of Public Works offices. A ten-percent penalty shall be applied to all bills received after 4:00 p.m. on the last due date or postmarked after said date. Accounts in arrears for 30 days beyond the last due date shall incur penalties at a rate of 1% per month until the account is paid in full. The village reserves the right to discontinue supplying water to persons whose account falls in arrears for two successive billing periods, upon 30 days' written notice.
C. 
The Department of Public Works shall notify the owner or consumer, in writing, of the date said service will be terminated. Such notice may be served personally or by leaving the same at the premises supplied or by mail to such party at the last address known to the Department of Public Works. In no event will termination take place within 30 days of notification.

D. 
The termination notice shall advise the owner or consumer of the following:
(1) 
The date of the pending service termination.
(2) 
The amount of the delinquency, including penalties that are or will be due on the termination date.
(3) 
The method by which payment will be accepted.
(4) 
The date and time by which payment must be received.
Any account reinstated after service has been discontinued for nonpayment of bills will be subject to a refundable deposit of $500 to be held by the village in a noninterest bearing account as security for said account. No payments will be made from said deposit, and said security is refundable upon notice to the village that the account is to be closed. Upon payment for all charges, including a final read, the deposit will be refunded promptly. Reinstated accounts will be charged for reactivation in accordance with the village's Master Fee Schedule.
If the Village Board of Trustees shall deem it proper to waive penalties because of a mistake, hardship, delay or other reasonable cause, it shall have the power to do so. The Village Board of Trustees does not have the authority to accept partial payment of water bills.
Liability for notifying the village of any change in name or address for billing purposes rests with the property owner of record. Closing readings are required prior to terminating an account and charges for such readings shall be made in accordance with the village's Master Fee Schedule.
