The words and phrases used in this article shall,
for the purposes of this article, have the meanings respectively ascribed
to them by Article 1 of the Vehicle and Traffic Law of the State of
New York.

The maximum speed limit at which vehicles may proceed on or
along any street or highway within the Village of Poquott is hereby
established to be 25 miles per hour.
All operators of vehicles proceeding on or along
any streets or highways within the Village must do so in a careful
and prudent manner that is reasonable under road conditions and having
regard to the actual and potential hazards then existing.

The following are stop intersections in the Village of Poquott,
and all vehicles approaching the intersection in the stop-posted direction
shall come to a full stop at or before the stop sign:

The operator of a vehicle emerging from a driveway,
road, private road, or building shall stop such vehicle immediately
prior to driving onto any road or driveway. The driver shall stop
at the point nearest the roadway to be entered where the driver has
a clear view of the approaching traffic thereon.
When an operator of a vehicle on a roadway within
the Village of Poquott encounters a school bus, where the school bus
is stopped on a Village road for the purpose of receiving or discharging
any passengers, or which has stopped because a school bus in front
of it has stopped to receive or discharge any passengers, then the
operator shall stop the vehicle before reaching such school bus when
there is an operation on said school bus a red visual signal as specified
in Subdivision 20 of § 375 of the Vehicle and Traffic Law
of the State of New York and said operator shall not proceed until
such school bus resumes motion, or until signaled by the driver or
a police officer or code enforcement officer to proceed.

The penalty for a violation of any provision of §§ 169-1 through 169-6 shall be $150 for the first offense, $225 for the second offense, $300 for the third offense and for every additional offense an additional $50 over the prior penalty assessed under this article; the fines shall be increased as stated above for penalties that occur within two years of each other.
B.Â
All fines on all penalties authorized under Article I of Chapter 169 shall also increase as follows:
(1)Â
For failure to answer appearance ticket after 30 days from the date
of the offense, the fine is doubled from the original fine amount.
(2)Â
For failure to answer appearance ticket after 60 days from the date
of the offense, the fine is tripled from the original fine amount.
(3)Â
For failure to answer appearance ticket after 90 days from the date
of the offense, $100 is added to the maximum fine.

Except in an emergency or when advised to do so by a police
officer as hereinafter provided, no vehicle shall be stopped or left
standing on any public road or highway within the corporate limits
of the Village of Poquott, except for the purpose of taking on or
discharging passengers or freight and then only for such length of
time as necessary for such purpose.

The standing or parking of vehicles is hereby prohibited in
Village parks or Village-owned parking lots unless such vehicle displays
a valid and current Village of Poquott resident parking permit on
said vehicle in a manner and location specified by the Village Board.
Any resident permit displayed upon a vehicle not originally assigned
to that vehicle shall constitute a violation of this chapter. Special
temporary parking permits may be issued by the Village only when space
permits and only in advance upon written request.
Parking permits shall be issued for a period
of one year from June 1, for pleasure vehicles owned by owners of
property and/or residents of the Village upon application to the Village
Clerk. A fee as directed by the Village Board must accompany each
application.
No person shall obstruct a fire lane, zone or
hydrant by parking a vehicle, erecting a fence, or permitting or maintaining
any other obstruction within 15 feet of said lane, zone or hydrant.

A.Â
No person shall double park a vehicle on any Village highway or roadway.
B.Â
No person shall park a vehicle, in whole or part, on a sidewalk located
adjacent to a highway.
C.Â
No vehicle shall be parked upon any public highway or roadway or
within any Village park without first being registered and inspected
pursuant to the Vehicle and Traffic Law of the State of New York.
D.Â
On a one-way roadway, vehicles shall be parked facing in the direction
of authorized traffic movement; on a two-way roadway, such motor vehicle
shall be facing in the direction of authorized traffic movement on
that portion of the roadway on which the vehicle rests.
E.Â
No person shall park a vehicle so as to obstruct any driveway, except
with express permission of the owner.
F.Â
In an established or designated parking area, a vehicle is to be
wholly within the markings or signage where established or designated
lines and markings are indicated.
G.Â
The parking of trailers at any Village park is hereby prohibited
at all times in all Village parks with the exception of official law
enforcement or Fire Department use.
H.Â
The parking of a vehicle is hereby prohibited in any area designated
as "Parking for Handicap" unless the vehicle carries a special duly
authorized and issued handicap parking permit. The parking permit
shall be designated and distributed by the Commissioner of Motor Vehicles
pursuant to § 1203-a of the New York State Vehicle and Traffic
Law or by the Village.
I.Â
When official signs have been posted prohibiting, restricting, or
limiting the stopping, standing or parking of vehicles in any parking
facilities, no person shall stop, stand or park any vehicle in violation
of the restriction stated on such sign.
