Sale of lands for unpaid taxes — See Charter, § C6-20.

§ 21-1 Applicability.

This chapter shall govern the sale of all City-owned real estate except where said real estate was acquired pursuant to an urban renewal program as authorized by the General Municipal Law of the State of New York.

§ 21-2 Method of sale.

Sale of City-owned real property may be made in any of the following ways:

A. Private negotiated sale between the City and purchaser; or

B. Public auction, with or without a minimum price.

§ 21-3 Approvals needed.

A. Any sale of City real estate, whether by private sale or public auction, must be approved by a three-fourths vote of the membership of the Common Council.

B. Any sale of real property made pursuant to this chapter shall be subject to a veto by the Mayor, to be made within 10 days of the Council's approval of the terms of a private sale or within 10 days of the sale at public auction.

§ 21-4 Referendum.

No sale of property pursuant to this chapter shall be subject to a referendum.
