No pedestrian shall cross any of the streets or parts thereof described in Schedule XIII (§ 187-41) except within a marked crosswalk, unless otherwise directed by a peace officer or official signs.
A. 
All public and private sidewalks in Cuba Village are hereby designated as safety zones and no motor vehicle shall be operated laterally upon or along or parked upon or across said sidewalks except when authorized by a police officer. The driving of such vehicles across such safety zones for the purposes of going and coming to residences and for commercial and other lawful purposes shall not constitute a violation of this section.
B. 
This section shall not apply to sidewalks within state highways, said state highways being subject to state law.
Pavement markings, in accordance with the standards and specifications established by the State Traffic Commission, shall be applied on the streets or parts of streets described in Schedule XIV (§ 187-42).
The parking or standing of vehicles is hereby prohibited in the locations described in Schedule XV (§ 187-43), except for vehicles bearing the required permit stickers.
