The Board of Trustees of the Village of Haverstraw may appoint
as Village Clerk or Village Treasurer any individual who is otherwise
qualified to hold public office, provided that such person shall,
at the time of his or her appointment and during his or her continuance
in office, be a resident of the Village of Haverstraw, the unincorporated
portion of the Town of Haverstraw or the Village of West Haverstraw.
The Board of Trustees may also appoint as Deputy Village Clerk or
Deputy Village Treasurer any individual who is otherwise qualified
to hold public office, provided that such person shall, at the time
of his or her appointment and during his or her continuance in office,
be a resident of the County of Rockland. This section is enacted pursuant
to the authority contained in § 3-300, Subdivision 2, of
the Village Law of the State of New York, which permits the Village
Board to expand residency requirements for individuals appointed to
Village office.

The Board of Trustees of the Village of Haverstraw may appoint
as Village Justice Court Clerk any individual who is otherwise qualified
to hold public office, provided that such person shall, at the time
of his or her appointment and during his or her continuance in office,
be a resident of the County of Rockland. This section is enacted pursuant
to the authority contained in § 3-300, Subdivision 2, of
the Village Law of the State of New York, which permits the Village
Board to expand residency requirements for individuals appointed to
Village office.

Pursuant to § 3-301 of Village Law, there is hereby created
in the Village of Haverstraw the Office of Commissioner of Public
Works, whose duties shall entail overseeing the daily operations of
the Village Department of Public Works. The Office of Commissioner
shall be an appointive office, appointed by the Mayor, subject to
the approval of the Village Board of Trustees, for a term of one year,
subject to renewal at the annual reorganizational meeting, at a salary
fixed by the Board. The Commissioner of Public Works shall act under
the direction and supervision of the Mayor and Board of Trustees.

Subject to the appropriations made for the Department of Public Works
by the Village Board, and to all other applicable provisions of law,
the Commissioner of Public Works shall have the sole power to appoint
and remove all employees of the Department.
