No person shall hereafter erect, hang or place or cause or permit to be placed over, upon or across any street or sidewalk in the village any temporary sign or banner, installed for a period of up to 31 days, without first obtaining from the Board of Trustees of said village permission so to do.
Application for such permission shall be in writing and be accompanied by a written consent of the owner of the property on which the sign, banner or other emblem or insignia is proposed to be erected, and such application shall contain an agreement on the part of the applicant that in consideration of the granting of such permission by the Board of Trustees of the village, such applicant shall save and keep harmless the Village of Haverstraw from any liability for or by any reason of any injury to person or property as a result of his negligence or otherwise in connection with said sign, banner or other emblem or insignia, and shall be accompanied by a sketch showing the design thereof, the measurements thereof, the words intended to appear thereon, and shall, in addition, show the distance between the lowest part of the sign, banner or other emblem or insignia and the sidewalk below, and the number of feet into the street which said sign, banner or other emblem or insignia shall project.[1]

Any person, association, organization, corporation, company or business entity who violates any of the provisions of this chapter shall be subject to a fine of not more than $250; which charge, under this chapter, shall be a petty offense or infraction, and not a crime. The continuation or repeat of a violation of, or failure to comply with, any provision of this chapter shall constitute, for each occurrence that transpires or each day on which the violation continues, a separate and distinct charge hereunder.
