No cart, wagon or other vehicle originating from a community or communities outside the incorporated limits of the Village of Haverstraw and used for carrying or containing any of the following things which in their nature are nuisances, namely: swill, garbage, offal, refuse or rubbish or other nauseous or offensive substance, or the contents of any privy, vault, cesspool or sink, shall, without necessity therefor, be conveyed through the streets or thoroughfares passing through the Village of Haverstraw except between the hours of 6:00 a.m. and 7:00 p.m., unless by a special permit of the Village Clerk.
No person shall transport swill, garbage, offal, refuse, rubbish or other nauseous or offensive substance, or the contents of any privy, vault, cesspool or sink, through the Village of Haverstraw without first obtaining a license therefor, upon such terms and conditions as the Board of Trustees shall prescribe.

No land or lands within the village shall be used as a dump or for dumping.

Any person, association, organization, corporation, company or business entity who violates any of the provisions of this article shall be punishable by a fine of $100 for the first violation, $250 for the second violation, and $500 for each and every subsequent violation; which charge, under this article, shall be a petty offense or infraction, and not a crime. The continuation or repeat of a violation of, or failure to comply with, any provision of this article shall constitute, for each occurrence that transpires or each day on which the violation continues, a separate and distinct charge hereunder.
