No person shall convey or transport or cause
to be conveyed or transported through any of the streets of the Village
of Kings Point any ashes, garbage, swill, offal, refuse, rubbish or
any other offensive or noxious substance or waste material unless
the truck, cart or other vehicle in which such substance is so conveyed
or transported shall be furnished with a tarpaulin or other proper
covering, adequate to prevent any spilling, which shall completely
cover such substance in such vehicle at all times except when such
coverage shall be removed during the actual process of loading or
unloading such vehicle.[1]
