Issuance of appearance tickets by Animal Warden — See Ch. 72, Art. I.

The Board of Trustees of the Incorporated Village of Sands Point hereby declares its intent to exercise the power granted by § 10(4)(a) of the Municipal Home Rule Law of the State of New York by adopting a local law authorizing certain Village officials and employees to issue appearance tickets for violations of any statute, local law, ordinance, rule, or regulation relating to the public health, safety, and welfare.

The following persons are authorized to issue appearance tickets in accordance with Article 150 of the Criminal Procedure Law to any person, party, or entity for violations of any statute, local law, ordinance, rule, or regulation relating to public health, safety, and welfare:

Mayor.
B. 
(Reserved)
C. 
Village Clerk.
D. 
Village Building Commissioner.
E. 
Village Code Enforcement Officers.
F. 
Building Inspector.
An appearance ticket issued pursuant to this chapter shall be returnable in the Village Justice Court of the Incorporated Village of Sands Point, Tibbits Lane, Sands Point, New York, and shall be in a form prescribed in accordance with the provisions of the Criminal Procedure Law relating to accusatory instruments.

Unless otherwise expressly specified in the Village Code, a notice to cure a violation of any statute, local law, ordinance, rule, or regulation is not required prior to the issuance of an appearance ticket for a violation of any statute, local law, ordinance, rule, or regulation.

Unless otherwise specified in the Village Code, any Person, firm, corporation, legal entity of any kind and however established in law, found to have violated any statute, local law, ordinance, rule, or regulation, shall, upon conviction thereof, be subject to a fine not exceeding $20,000.00 for each violation, regardless of any convictions for prior violations.
